TEGO: a write-up

After our meeting on 28 September you asked for four things in writing: more detail on TEGO, the implementation plan, how credit fits in, and how TEGO differs from a conventional agent. They follow in that order.

TEGO

TEGO is an online insurance broker for Mauritius, starting with motor. A driver answers one set of questions and sees every insurer on the panel priced on the same answers. They choose, then complete the purchase online: documents, identity checks, proposal form and payment. The insurer receives one complete, verified file.

Built and working today

  • Quote and comparison. Five insurers priced side by side on the same answers, ranked by price, excess or benefits. The rates are demonstration tables until each insurer signs off its own.
  • One proposal form. We went through the proposal forms of MUA, Swan, Sicom and Eagle line by line, 242 printed items in all, and mapped every question to one online form. Nothing given in the quote is asked again, and each insurer receives its own questions answered.
  • Documents and identity. The checkout asks for the documents each policy needs and takes the customer through the identity check. Both are simulated today: nothing is uploaded or verified until the licence is granted and the verification provider is connected.
  • Client portal, live. Customers sign in with a one-time code and download their cover note, certificate and schedule.
  • Operations console, live. The file queue where TEGO tracks each application, issues the policy and uploads the insurer’s documents.
  • Customer due diligence. A written framework, drafted for consultation with the FSC and insurers.

Implementation plan

Weeks are counted from the later of two dates: the grant of TEGO’s FSC licence, and the signature of our agreement with MUA. No customer buys a policy before both.

PhaseWhat happens
PreparationNow FSC licence. Agreement with MUA: distribution terms, rate table, underwriting rules, and how MUA relies on TEGO’s customer due diligence. Payment provider signed.
OnboardingWeeks 1 to 4 MUA’s rate table loaded and checked against quotes from MUA’s own system. File delivery agreed with MUA’s operations team. Identity checks and payments switched from test to live. Acceptance testing with MUA’s underwriters.
PilotWeeks 5 to 12 Real customers at a capped volume. Every file reviewed with MUA each week: acceptance rate, time to issue, anything missing.
LaunchFrom week 13 Open to all drivers. A monthly report to MUA on quotes, sales and the files behind them. Paying monthly added once the lending agreement is signed.
After launch Renewals on TEGO. An insurer portal where MUA sees its files and updates its own rates. Travel insurance.

Paying monthly

TEGO will let drivers pay monthly instead of paying the year’s premium up front, through a licensed lender. Nothing changes in how MUA is paid.

  1. At checkout the customer chooses to pay monthly, and sees the instalment, the cost of credit and the total before applying.
  2. The lender decides on the application. The credit agreement is between the customer and the lender.
  3. The lender pays the full annual premium when cover starts. MUA receives it as it would a card payment.
  4. The customer repays the lender each month. Collection and credit risk stay with the lender.
  5. If repayments stop, cancellation and the return of unused premium follow a procedure agreed in advance by MUA, the lender and TEGO.

TEGO does not lend and carries no credit risk. Paying monthly is added once the lending agreement is signed; the pilot does not depend on it.

Cars bought on credit are already handled. When a customer says the car is financed, TEGO requires comprehensive cover and records the bank or leasing company on the proposal form.

How TEGO differs from a conventional agent

An agent sells on behalf of the insurers that appointed it. TEGO, as a broker, acts for the customer, shows every insurer on its panel, and completes the checks before anything reaches the insurer.

What this means for MUA

  • Customers who chose MUA with the other prices in front of them.
  • Files that arrive complete and verified, with nothing to type in again.
  • A record behind every policy: the rates that priced it, what the customer declared, and when each check passed.

Next steps

If MUA would like to go ahead, we need:

  1. Your private motor rate table and underwriting rules, so we can load and test them.
  2. Your terms of business for brokers, and how MUA wants to rely on TEGO’s customer due diligence.
  3. A contact in underwriting and one in operations, for testing and file delivery.
  4. Your view on the procedure when monthly repayments stop.

We can take your underwriting and compliance teams through the platform whenever suits them.
